General Information:
The Keystone Pipeline will link a growing and reliable supply of Canadian crude oil with markets in the Mid West and Gulf Coast regions of the United States.
Keystone will transport crude oil from Hardisty, Alberta to markets in the Midwest at Wood River and Patoka, Illinois and Cushing, Oklahoma and the Gulf Coast near Houston, Texas.
The project includes the construction of approximately 297 miles of pipeline from Nebraska to a receipt point in Cushing, Oklahoma in 2010 and approximately 1,980 miles of pipeline from Hardisty, Alberta to a delivery point in Nederland, Texas to be built in 2011 and 2012.
The successful candidate will be responsible for leading the implementation of effective process safety and occupational safety programs within TransCanada's Keystone pipeline project.
This position influences the design and delivery of process and occupational safety programs to mitigate significant health and safety risks related to company activities, and makes recommendations to Calgary and operational leadership teams and senior management regarding the success of safety strategies, programs, policies, procedures, project safety plans and contractor safety management plans. The position will support the Keystone expansion project and will work closely with TransCanada's corporate safety department to ensure alignment with goals and objectives.
Responsibilities:
- Influence and participate in the continuing development of process and occupational health and safety programs, processes and procedures;
- Anticipate needs of the project team and provide a high level of service by ensuring effective process and occupational safety expertise and advice, guidance and recommendations are given to business partners, facilitating their decision making processes;
- Assess the safety and health risks associated with facilities, processes, equipment and materials;
- Provide the project team with the knowledge and skills necessary to recognize process and occupational safety hazards;
- Participate in design reviews, hazard assessment reviews, incident investigations and audits, where necessary;
- Maintain safety information to meet regulatory requirements, as well as to provide data for problem solving and decision making;
- Identify emerging regulatory changes, industry trends and issues;
- Develop recommendations to mitigate risk and communicate findings to key stakeholders;
- Facilitate between business partners and other key stakeholders to resolve issues whose competing interests may conflict with each other;
- Liaise with business partners, contractors, management, industry associations and other external stakeholders to ensure TransCanada's business needs are met, and;
- Prepare and present safety management reports and statistics.
Qualifications and Education:
- Minimum of 12 years of combined applicable academic training, certification and related experience;
- Post-secondary diploma/degree in a safety related discipline (process safety engineering, occupational safety, etc.) is required;
- Certification or accreditation in a safety discipline (CRSP, CSP, CIH, etc.) would be an asset;
- Experience in the oil and gas sector including pipelines would be an asset;
- Written and oral French language skills would be an asset;
- Experience with Occupational Safety and Health Administration (OSHA) would be a definite asset.
